Abstract [eng] Research problem. Foreign countries carry out long-term studies have confirmed the importance of pre-school children's education, socialization processes and emotional development of children. And in Lithuania, in the context of the education reform and understanding of the importance of education stage, from 2016. 1 September pre-primary education in Lithuania started to be compulsory. In view of the changes taking place there is a need to carefully and completely analyze and evaluate the quality of services at various levels of society and to establish guidelines for improving them. In view of the Ministry of Education and the recommendations contained in the current situation, Siauliai City Council has decided to pre-school groups from pre-school institutions to bring into mainstream schools. But then the question arises as to whether the implementation of this decision, do not lose the quality of pre-school education for pre-school education institutions awarded conditions and the current educational environment different from that currently in general education schools. Hypothesis - it is likely that the pre-school educational services quality is better provided at kindergarten or schools. The object of research - pre-school education services quality at kindergartens and schools. The aim - investigate and compare the pre-school groups service quality at kindergartens and at schools. Research methods. Theoretical: scientific literature analysis and interpretation. Empirical: questionnaire, questionnaire of open questions content analysis. Statistical: a quantitative analysis of data obtained using Microsoft Office Excel 2010 program. Research sample and organization: 34 Siauliai city pre-school teachers and 67 parents whose children are enrolled in pre-school groups. The study results showed that more than half of teachers and an even greater proportion of parents provided pre-school education services as a matter of quality. However, pre-school education groups operating in kindergartens, has a slightly better educational environment and meets the needs and possibilities of children nor than at school-based pre-school group. The pre-school education groups that are located in schools usually puts more children than the recommended hygiene rules and often feels lack of other professionals (spec. Teacher, soc. Pedagogue, psychologist) assistance. Despite of profesional teachers work, analyzing by taking into account main aspects of pre-school education groups contained in kindergardens can be regarded as more qualified pre-school education services than groups located in schools.
