Abstract [eng] This master's thesis examines Lithuania's social policy in the field of return migration, focusing on the return and reintegration of Lithuanian citizens and individuals who have lost or voluntarily renounced Lithuanian citizenship. The aim of the thesis is to analyze Lithuania's social policy on return migration, emphasizing the aspects of social policy related to the preservation of Lithuanian citizenship and evaluating the extent to which the possibility of dual citizenship could influence emigrants' decisions to return. The study is based on a literature review, document analysis, and an exploratory (pilot) study conducted through a semi-structured online survey. The theoretical part discusses the concept of return migration, contemporary trends, the issue of dual citizenship and its impact on return migration, as well as an analysis of Lithuania’s social policy on the topic. The results of the pilot study revealed that citizenship is not the primary motivation for emigrants to return; however, it could significantly facilitate reintegration and provide a certain level of legal and social security. Document analysis indicated that Lithuania’s social policy on return migration is primarily based on strategic and legal documents that ensure social protection, education, labor market integration, and the involvement of the diaspora in economic activities. However, the lack of practical measures, insufficient attention to the specific needs of returning emigrants, and limited regulation of dual citizenship complicate the reintegration process.
