The master's thesis examines the role of strategic human resource management in an organization performing public administration functions. The aim of the master's thesis is to reveal the importance of strategic human resource management in an organization in achieving the implementation of the main goals of the organization and to define improvement opportunities. The theory is based on scientific articles by both Lithuanian and foreign authors on human resource management, strategic planning and the importance of strategic human resource management in order to achieve and implement the main goals of the activity as effectively as possible. In the thesis analyzed Lithuanian legal acts related to strategic human resource management, strategic documents, internal orders, and resolutions of the State Social Insurance Fund Board reveal that more and more attention must be paid to human resources in organization and their strategies, that the values of the organization are no longer only to provide high-quality public services and carry out work procedures provided in legal acts, but they have begun to focus on the main resource of the organization - employees, on individuals who implement and ensure the smooth operation of the institution, on the improvement of their competencies, job satisfaction, especially on employee engagement, internal communication and the role of managers as leaders. The first theoretical part of the work reveals the strategic theoretical basis for the application of human resource management, defines the main management and assessment processes, and their importance in a public institution. The second part of the work is intended to present the methodologies for the assessment of strategic human resource management in the management institutions of the State Social Insurance Fund. This part presents the research methods, by which research instruments are studied for the work. The research sample, organization and ethics are discussed. The third part is for the analysis of the strategic human resource management situation of the State Social Insurance Fund Board and the presentation of the situations of institutions. The aim was to assess the application of strategic human resource management, by analyzing documents that reflect the human resource management system, it is aimed to identify improvement opportunities. The empirical study consists of secondary data analysis: analysis of Lithuanian legal acts and internal document strategies of institutions defining human resource management. It aims to identify the importance of applying strategic human resource management. |
