PRACTICES OF LEAN MANAGEMENT SYSTEM IMPLEMENTATION IN PUBLIC SECTOR ORGANIZATIONS Rūta DUNČAITĖ Paper for the Master‘s degree Quality Management Master‘s Program Vilniaus University, Faculty of Economics, Management Department Supervisor: asist. The main objective of this Master‘s thesis is to explore the Lithuanian public sector organizations, which are applying Lean management system, and then evaluate Lithuanian public sector organizations practices using Lean management system, the reasons and results of this practices. In this paper used methods: analysis of scientific literature, it was studied scientific literature (publications, books and other sources) about the differences between public and private sector organizations and application of Lean management system in public sector organizations. During empirical study for data collection was used survey method: semi structured interviews. The finding of empirical study is qualitative and it was used conception of text meaning as well as content analysis method – collected data was grouped and divided into categories and subcategories. The developed model was based on literature analysis and research results. Work consist of three parts, the first consists of the peculiarities of public sector organizations, differences compared with private sector organizations and a comprehensive review of Lean management system, what are the Lean principles, methods, and philosophy. In the first part as well as the Lean Management system for public sector organizations, analysis and application examples. The second part covers the empirical research methodology and the method, also described the research process and the instrument used. The third section presents the empirical results and analysis, evaluation of the results and summary of the model, which is based on literature analysis and empirical research. The selected theme of scientific literature analysis and empirical research is very important in today's public sector organizations who are looking how to increase the operational efficiency of the private sector and takes over the practice from private sector, so it is useful to assess and compare how these practices have been applied to this specific sector. As shown by the analysis of scientific literature and empirical study, the public-sector organizations during application of Lean management system should adapt its practices according to their specific activities, objectives pursued and problems to solve. The use of a wider range of practices is recommended that are likely to improve the Lean Management System application performance, and the attention should be payed to the most common problems in practice that can be avoided by proper assessment the Lean Management system application outcomes and proper change management. The model of Lean management system implementation in public sector organizations prepared after analysis of literature and empirical research. The model includes not only implementation of Lean practices, but also the objectives, organizational experience and the results and there are presented connections between elements of the model. The model can be implemented in the public-sector organizations which are still planning Lean initiatives, or those that plan to expand Lean practices. Model emphasizes elements that require more attention for better results, the connections between the objectives, identified problems, adopted practices and the results. |
