Abstract [eng] The aim of this master thesis is to examine how the EU took place in poverty and social exclusion indicators formation and how support policy coalition members’ Policy Core and Secondary Aspects beliefs evolved during this process. It was aimed to determine whether the changes of the advocacy coalition beliefs were influenced due to policy-oriented learning, which took place between the advocacy coalition. The thesis was based on P. Sabatier approach to policy-oriented learning.
