Abstract [eng] Baisic object: Lithuania higher education institution's scientific periodicals. Aim: to identify factors that determine quality of scientific periodicals published in Lithuania higher education institutions based on formal scientific periodicals evaluation criteria. The goals: to define the concept of scientific periodical; to analyze national scientific periodicals characteristics; investigate scientific periodicals Lithuanian higher education institutions; to find out the factors that determine the quality of scientific periodicals published by Lithuanian higher education institutions; formulate findings. This scientific work consists of four chapters. The first chapter analyzes academic publishing field, scientific periodicals publishing, scientific periodical definition, high-quality scientific periodical features. The second chapter analyzes national scientific periodicals, Lithuanian scientific works and scientific periodicals evaluation criteria and project activities. The third section discusses the scientific periodicals published Lithuanian higher education institutions. Last fourth chapter presents research methodology, recommendations and conclusions. According to the results of the analysis, scientific periodical concept is changing. Concept of periodicity changed due to internet technology influence. Based on formal scientific periodicals evaluation criteria only a quarter of Lithuanian higher education institutions scientific periodicals is highly valued, it is caused by excess number of national scientific periodicals, internal decisions of higher education institutions and the lack of human resources required. Scientific periodicals publishing switched to a digital content, but the business concept to the publishing process was not integrated. Decentralization of scientific periodical publishing participants and uneven distribution of responsibilities negatively effects scientific periodicals quality.
