Thesis objective – to evaluate the effectiveness of the use of European Union fund investments in the healthcare sector in Lithuania during the 2014–2020 period. In order to achieve this objective, an analysis of scientific literature and legal acts was conducted, along with the application of comparative analysis, data systematization, and graphical representation. The thesis consists of three main parts: an analysis of scientific literature, empirical research and its results, and conclusions with recommendations. During the literature review, the concept of public investment projects in the healthcare sector was examined, identifying the main benefits created by these investments. Indicators used to evaluate the effectiveness of public investments in the healthcare sector were analyzed, as well as the main methods used to assess investment effectiveness. Following the literature analysis, a multi-criteria evaluation method was applied. Based on selected criteria, the effectiveness of the use of allocated funding and the benefits created for healthcare institutions through the implementation of investment projects were assessed. The research findings revealed that investment effectiveness varied significantly across different measures and institutions. The highest effectiveness was observed where significant improvements were achieved in bed utilization and utility service indicators. The COVID-19 pandemic had a negative impact on the outcomes of some projects—there was a noted decrease in the number of consultations and shorter bed usage periods. The conclusions presented at the end of the thesis indicate that public investment projects have a significant impact on service quality and infrastructure modernization. However, although some institutions received substantial funding, this did not necessarily result in effective fund utilization. |
