The main purpose of this master's thesis is to identify the links between the risk management process and innovation in the public sector. The work consists of three main parts: the analysis of literature, the research and its results, the conclusion, and recommendations. Literature analysis reviews the risk management process, its application in the public sector, the definition of innovation and its types, the principles of applying innovation in the public sector, and an analysis of the links between risk management and innovation in existing scientific research. After conducting a qualitative research analysis, the author found out whether there is a connection between the risk management process and innovation in the public sector. The study involved 11 respondents from public sector companies, and the semi-structured interview method was chosen as the research instrument. Research objectives: to define the concept and application of the risk management process in the public sector; to define the concept, types and implementation of innovation in the public sector, based on an analysis of scientific literature; based on scientific literature determine the examined connection between the risk management process and innovation; to conduct an empirical study and decide what connections the risk management process has with innovation in the public sector; to analyze what and how the risk management process is used in public institutions; to determine how risk is perceived in the public sector - as a threat or an opportunity; to determine what encourages and what hinders innovation in the public sector; to analyze the organization's risk management and innovation culture in the public sector. The research results were analyzed using thematic analysis, dividing the data into categories and subcategories. Study revealed that in public sector organizations, there is no link between risk management and innovation, because innovation in companies does not arise directly from risk assessment, although respondents agree with the theory that such a link can exist with an active risk management process. The risk assessment culture is quite weak in the public sector, and risk itself is perceived only as a threat, not an opportunity. Conclusions and recommendations, summarizing the literature review and the results of the conducted research, provide insights into risk management, innovation, and their relationship. The author believes that the research results could provide useful guidelines for public organizations wishing to link risk management with innovation.
