Abstract [eng] The master ‘s thesis examines the concept of prison openness, its development, and its application in the modern correctional system, highlighting how it contributes to the resocialization of convicted persons and their preparation for reintegration. The study discusses the key elements of the openness model – open prisons, halfway houses, social transparency, public involvement, and the role of the media and NGOs. It also analyses Lithuanian ‘s legal framework and practical implementation of prison openness, focusing on inmate ‘s opportunities to work, study, maintain family contacts, the transparency policy of the Prison Department, and the development of halfway houses. The findings show that although Lithuania ‘s legal regulation is progressive, its practical application remains inconsistent and dependent on institutional resources and public attitudes. The comparative analysis assesses the models of Norway, Sweden, and Denmark, which are characterized by consistent openness, extensive education and work opportunities, strong oversight by ombudsmen, and close cooperation with NGOs. Scandinavian practice demonstrates that prison openness is not a separate measure, but an overarching penal philosophy based on trust, individualization, and a strong orientation toward social integration. In the Lithuanian context, a clear gap emerges between legal norms and real-life practice, although positive developments are also evident – growing inmate employment, transparency initiatives, and the expansion of halfway houses. The thesis provides recommendations for further modernization of system, aimed at strengthening the effectiveness of resocialization by adapting Scandinavian best practices to the Lithuanian context.
