Abstract [eng] The Master’s thesis analyzes the impact of organizational culture on employee motivation, using the case of Pakruojis District Municipality. The object of the research is organizational culture and its impact on employee motivation in Pakruojis District Municipality. The aim of the research is, after analyzing the concept of organizational culture and its links with employee motivation, to investigate the impact of organizational culture on employee motivation in Pakruojis District Municipality. In order to achieve the stated aim, the author analyzes the concept of organizational culture and the theoretical models that describe it, seeks to identify the main elements of organizational culture and their links with employee motivation, examines scientific literature addressing the activities of public sector organizations, types of organizational culture and applied models, and analyzes which features of organizational culture influence employee motivation. The structure of the study consists of an introduction and three main parts: an analysis of the research topic based on scientific literature, identification and description of the research methodology, the empirical part of the thesis, followed by conclusions and recommendations. The research is illustrated by 15 figures and 17 tables, and includes 6 appendices. A total of 78 sources were used for the analysis, 24 of which are by foreign authors. The theoretical part emphasizes that scientific research highlights the importance of organizational culture, as it strengthens employee motivation, increases job satisfaction and organizational commitment, improves interpersonal relationships, and positively affects organizational performance. For this reason, the topic of the impact of organizational culture on employee motivation receives considerable attention in various contexts, including other organizations. The thesis discusses the features of organizational culture and their forms of expression in public sector organizations, analyzes how these features manifest themselves in Pakruojis District Municipality, and reveals which aspects of organizational culture employees and managers identify as having the greatest influence on their motivation. The empirical part employed a quantitative research methodology consisting of three stages: scientific literature search and analysis, and a questionnaire survey. For the purposes of the research, 78 literature sources were analyzed, organizational culture models and their impact on employee motivation were examined and discussed. The study involved 73 employees of Pakruojis District Municipality. The conclusions and recommendations are presented at the end of the thesis.
