| Abstract [eng] | This paper examines the decisions of the United Nations Security Council in cases of civilian conflicts in Libya and Syria. Based on the theoretical perspective of liberal institutionalism, it seeks to explain the reasons why the United Nations Security Council co-operated in the case of the Libyan conflict and authorized the use of force to resolve it and, in the case of a similar conflict in Syria, cooperation in the Security Council was unsuccessful. |
