This thesis examines the Genocide and Resistance Research Centre of Lithuania (LGGRTC) as an administrator of memory and a shaper of public communication, which publicly shaped and communicated Holocaust memory in Lithuania between 2014 and 2024. Drawing on approaches from collective and cultural memory, cultural trauma, constructivism, as well as mnemonic and ontological security, the thesis analyses how the publicly constructed narratives and institutional practices of the LGGRTC, examined through the concepts of selectivity, redirection, and mimicry, interact with the expectations shaped by the internationalisation of Holocaust memory, and how these practices are reflected in the dynamics of internal and international memory conflicts. The empirical basis of the research consists of the LGGRTC’s annual activity reports, strategic and planning documents, official statements, website and social media communication, descriptions of educational projects, as well as publicly available legal material and the positions of relevant institutions related to the Grant Gochin case. Using qualitative document and narrative analysis, the research is conducted as a case study of a single memory institution. The study distinguishes three analytical units: the 2020 – 2021 institutional crisis of the LGGRTC as an episode of the politicization and institutional control of the LGGRTC; the conflict over the commemorative plaque for Jonas Noreika – Generolas Vėtra as a symbolic dispute over heroization and the boundaries of responsibility for the Holocaust; and the Grant Gochin case as a memory conflict that acquired as international-legal dimension over the historical interpretation publicly defended by the LGGRTC. |
