Abstract [eng] 91 pages, 12 charts, 2 pictures, 58 references The aim of the master’s thesis is to develop a theoretical model for applying foresight in the cultural and creative industries (CCI) sector, to empirically test it in the Lithuanian CCI sector, and to provide recommendations to the Innovation Agency Lithuania on the application of this model in developing a Lithuanian CCI sandbox. The thesis consists of three main parts: an analysis of scientific literature, the justification of the empirical research methodology, and the analysis of research results. The theoretical part of the thesis examines the concept of foresight, its principles and methods, as well as the specificity of co-creation in the cultural and creative industries sector. By linking the concepts of co-creation in foresight and co-creation in the CCI sector, the thesis develops a theoretical model of foresight as a mechanism for enabling co-creation in the CCI sector. The following methods were applied to achieve the aim of the thesis: systematic and comparative analysis of scientific literature, qualitative exploratory research based on a case study strategy, semi-structured expert interviews, document analysis, qualitative thematic analysis combining deductive and inductive analytical logic, and triangulation of data sources. The analysis of scientific literature made it possible to define foresight as a methodologically grounded, inclusive and participatory process oriented towards the creation of shared meaning, the alignment of different perspectives, and strategic action under conditions of uncertainty. The empirical research analysed the assumptions, enabling conditions, risks, barriers and practical forms of applying foresight as an approach for enabling co-creation in the CCI sector in the Lithuanian context. The research revealed that there is a need for structured co-creation and future- oriented planning approaches in the Lithuanian CCI sector, as the sector is characterised by fragmentation, project-based activity, the interaction of different operational logics, and a lack of coordination mechanisms. At the same time, it was established that this fragmentation can be understood not only as a barrier, but also as a potential for cross-sectoral innovation, collective learning and new forms of collaboration. The research results showed that foresight can be considered a possible approach for structuring co-creation in the CCI sector; however, its effectiveness would depend on a clear process objective, professional and neutral facilitation, purposeful participant selection, process ownership, continuity of funding, and the logic of translating results into action. Based on expert reflections, the theoretical model was revised by highlighting its conditional, cyclical and practice- oriented nature. The conclusions of the thesis indicate that foresight in the CCI sector can create preconditions for moving from episodic collaboration towards more purposeful collective action; however, its practical impact should be further tested in real-world laboratories, sandboxes or other co-creation formats. The results of the thesis may be relevant for further research on foresight and CCI co-creation. They may also be adapted as a basis for a scientific or practical publication presenting recommendations for the development of co-creation, ArtTech and experimental innovation formats in the CCI sector.
