This dissertation presents a systematic study of Lithuanian lobbying processes, their regulation, and its implementation. Effective regulation of lobbying ensures a smoother exchange of information between public authorities and interest groups, encourages the public to engage in decision-making and the development of civil society, creates prerequisites for achieving higher quality of lawmaking and accountability of public authority. The aim is that the regulation of lobbying in Lithuania would affect the reality in the mentioned way. Therefore, the main questions examined in the research are: is the new regulation of lobbying (that came into force on 1 September 2017) axiologically relevant? Is it effective? The dissertation consists of three parts. The first part analyses the concept of lobbying, covering theoretical and behavioral aspects of lobbying, and examines lobbying processes in Lithuania. The second part deals with the theoretical foundations of regulation of lobbying and selected foreign, supranational, and international entities‘ regulation of lobbying. Here the regulatory tendencies are identified and examined as well. The third part is devoted to the critical analysis of the case of Lithuania and includes the research of lobbying regulation and its implementation in Lithuania, assessment of this regulation, and formulation of recommendations for its improvement. |
