Abstract [eng] The main issue of the publication is whether terrorist acts according to their nature and the persons that carry them out can be considered an armed attack, giving the victim State the right of self defense according to the Article 51 of the United Nations Charter. Whether the nature of terrorist acts allows to consider them as an armed attack, one has to consider the arms used by terrorists, the harm inflicted, the domestic and international reaction to the events. In order to explore whether the terrorist acts as acts of non-state actors can satisfy the requirements of armed attack, the resolutions of the United Nations Security Council and the jurisprudence of the International Court of Justice are analyzed. The conclusion reached is that there exists an opinio iuris in the contemporary international community which allows to state that terrorist acts can be considered as an armed attack.
