Abstract [eng] The master’s work analyses the municipalities’ activity planning and the possibilities of its improvement. The objective of the research is to analyse the possibilities of the system improvement of the municipalities’ activity planning. The strategy of the improvement of the system of the municipalities’ activity planning was formed on the basis of the analysis of theoretical sources, documents and the interview of informants. The research is formed of three parts. The first part performs the analysis of academic literature which analyses strategic management, municipalities’ activity planning, main strategic documents of Lithuania and the European Union. The performed literary analysis identifies the essential links of strategic management, main strategic documents of Lithuania and the European Union with the system of the municipalities’ activity planning and its improvement. The second part presents methodological PEST, SWOT, statistical data analyses and the elements of expert interview methods, reviews the concept of the performed research. The third part summarises and interprets the results of the research, presents the strategy of the improvement of the system of the municipalities’ activity planning. The conclusions emphasize that strategic management is one of the measures which can be invoked to improve the system of strategic planning. The process of strategic management follows the principle of accomplishment after comprehensive assessment of the environment of the manageable object, after determining the present and the aimed position in that environment, after selecting the suitable direction of the object’s development and after forming its strategy. Following the aforementioned principle, the methods of academic literature and document analyses, PEST analyses, SWOT analyses, statistical analyses, interpretation, informants’ half-structured interview, summarised and logical grounding research are invoked. The strategy of the improvement of the system of the municipalities’ activity planning was formed on the basis of the performed research methods. The strategy raises three objectives: “clear, sustainable and systematic system of activity observation and assessment”, “development of interactive information technologies in the area of strategic planning“ and “competent, professional area of human resources in the area of strategic planning“. The tasks and measures were formed and the necessary resources were provided for the implementation of the strategy. Essential recommendations were provided: it is suggested to the Government of the Republic of Lithuania to eliminate legal gaps of activity observation and assessment regulation; to increase strategic competences of the public sector’s specialists by organising the training, conferences and consultations; to create the network of strategic planning specialists’ communication. It is suggested to the administrations of municipalities to implement interactive programmes and/or programme packets, facilitating strategic planning, into the process of municipalities’ activity planning by guaranteeing the readiness of human resources for work with information systems and/or programme packets; to provide some budgetary funds for the consolidation of the specialists’ strategic competences; to strengthen collaboration with other institutions of public sector by inter-sharing the good experience and gained knowledge.
