Abstract [eng] Youth is the life guarantor of each state because young people are one of the most active groups in society, at the same time, they suffer the most from various political and economic changes. Nowadays, one of the most common problems faced by youth is unemployment. Young people integration in the labor market is one of the main objectives in the world. Youth unemployment is named as a factor of youth crime, depression and other illnesses or even suicides. Moreover, due to it, government spending on social needs are increasing. Therefore, it is important to analyze youth unemployment and the ways to cope with this problem. Research hypothesis: youth unemployment is a relevant problem in EU countries, which could be solved by increasing efficiency of the education system, focusing on specialists training who are demanded in the labor market. Research aim: to compare the youth situation in selected EU welfare countries: Lithuania, Sweden, Germany, United Kingdom and Spain and to find out in which country youth unemployment problem is solved effectively and what kind of political measures are used there. Analysis of youth unemployment shows that the highest youth (15 – 29 y.) unemployment in 2015 was in Spain (36.7 %), lowest in Germany (6.5 %). Youth unemployment in Lithuania in 2015 was 12.7 %. It reveals that in the most countries youth unemployment remains high and governments should apply special political measures for young people. In order to evaluate youth unemployment rate, ARIMA models are created for the each analyzed country. Forecast shows that in 2018 Q2 youth unemployment rate is lowest in Germany, these results confirm that the education system and apprenticeship schemes which are valid in Germany helps to maintain stably low youth unemployment rate and other countries can take it as example implementing youth policy.
