Abstract [eng] Topic relevance and novelty. The global educational change raises the conditions to a constant innovation of education systems, by adopting the new social forms of humans and society values. One of them – collaboration, which is perceived as a common activity of participants that is based on activity agreement, achievement of common goals, content. By developing human resources, there are formed advantageous conditions that influences warm relationship and development of teacher collaboration in the schools. Research problem. Not all the leaders of educational institutions stimulate actively the collaboration or create the opportunities for development of human resources, although, there occur the teachers, who are not tend to collaborate, share their experience and knowledge. Research object: the development of human resources by improving the teachers’ collaboration system in general education schools. Research aim – theoretically and empirically ground the importance and peculiarities of collaboration, by developing the human resources in general education school. Tasks: 1. To ground the importance and its development of human resources in the educational organization. 2. To highlight the significance of development of the teachers collaboration in educational organization. 3. To reveal the importance of creating the teachers collaboration system, by developing the human resources in general education school. 4. Empirically ground the importance of human resources development and peculiarities in general education school, by developing the teachers’ collaboration system. Research methodology and methods. This work is based on the ideas of social constructivism, general provisions and provisions of education management theoreticians for collaboration and development of human resources. In the research were applied theoretical, empirical and statistical research methods. In the research participated 129 teachers and specialists, also, 22 leaders of schools from various places in Lithuania. To complete the research, there was chosen quantitative and qualitative research strategy. There was used questionnaire survey method. The most important empirical conclusions. The research revealed that, although, schools leaders, teachers and specialists consider the development of collaboration system as a priority, teachers develop the collaboration system only partially. Although, based on the schools leaders’ view, their contribution to development of human resources system is sufficient, the data of research shows that school leaders dedicate insufficient attention and insufficiently create the conditions for effective human resources progress, by developing the collaboration system between the teachers. The schools leaders motivate their employees, however they choose mostly material motivation than emotional, which would take into account the needs of teachers. Not in all the schools are developed the teachers’ leadership, yet these leaders, who are developing the teachers’ leadership, create the conditions only partially and less often choose the methods of emotional leadership development, such as trust, acknowledgement. The set hypothesis confirms itself only partially, whereas there are not sufficiently created conditions for human resources development, which means that teachers’ collaboration system is developed insufficiently effective.
