This Master’s Thesis investigates the quality assessment system of civil servants’ performance of the municipal administration within the context of modern theories of management. The theoretical section of the work has analysed and systematised theoretical and practical works relating to the issues of the new public management, management of human resources, quality assessment of civil servants’ performance and performance assessment based on competences by different Lithuanian and foreign authors. The empirical section of the Final Thesis has investigated the laws and legislation of the Republic of Lithuania, strategic documentation regulating the civil service and performance assessment of civil servants, SWOT and PEST analyses have been fulfilled. By using these methods it has been analysed the existing situation of the civil service, the factors determining it, strategic future guidelines and qualitative performance assessment segment of civil servants revealing the measures, which ensure the qualitative civil services in performing of planning, selection, performance assessment, training and educating of the civil servants of municipal administration, planning of their career and motivation. On the basis of the above-mentioned, recommendations were provided for improvement of performance quality assessment of the civil servants working in the municipality's administration. |
