Abstract [eng] This article is the introduction into the concept of in­effectiveness of a public contract. It covers the deep analysis of two main legal sources of public procurement law. First, it gives the explanation of the legal norms of EC Directive 2077/66/ EC with the particular focus on ineffectiveness as a remedy. The authors provide the scholar research on the relevant requirements of the EC directive, models that are entrenched within the EU law as regards the in effectiveness as well as the evolution of the latter within the framework of EU public procurement law. This analysis is given in the first part of the article. The second one covers the Lithuanian regulation of the ineffectiveness. The authors scrutinise the particular legal norms of the Law on Public Procurement, provide the comparative analysis with the regulation of the EC directives and give the relevant practical insights. The article does not include the analysis of the evolution of the ineffectiveness with­in the Lithuanian case-law, since this very important part of the research will be published in a separate work published by the authors. At the end of the article the conclusions are given.
