Abstract [eng] Finally, while the requirements for monitoring and auditing, to the contrary of the systems of EMAS and ISO 14001, are not obligatory in the case of non formal environmental measures, there is no possibility to verify if a supplier adheres to his own environmental rules and follows his own environmental measures during the performance of a contract. Unavailability to check the environmental performance of a supplier during the performance of a contract can raise serious doubts if non formal environmental measures, which are neither monitored nor audited, for the sake of assurance of competition, can be regarded as equivalent to EMAS, ISO 14001. The situation could be changed by encouraging economic operators to join EMAS or at least ISO 14001 schemes. Moreover, contracting authorities could in advance establish a clause in a public contract enabling them to exercise control over non formal environmental management measures and their compliance to EMAS and ISO systems throughout performance of a contract.
