Master Thesis contains analysis of the management of quality of pre-primary education services for Mažeikiai District Municipality case. The thesis consists of two parts. Theoretical part of the thesis includes analysis of the theoretical assumptions related to the management of pre-primary education quality in the municipality. The part which contains analysis of documents and other sources provides the legal and administrative background for managing the quality of the services provided by the municipal pre-primary educational institutions. The second part presents the study on management of the pre-primary education services quality in Mažeikiai District Municipality. Based on the theoretical literature and document analysis, a hypothetical model for management of the quality of pre-primary education services was developed on the municipal level, with the feasibility of such model implementation verified through the qualitative research. For analysis of Mažeikiai District case, the document content analysis has been invoked as well asstrategic plans, institutional reports and other documents have been analyzed in particular aspects. The thesis contains information from the websites of Mažeikiai District pre-primary educational institutions on management of quality of the services, and provides the insights suggesting that the institutions pursue efficient and responsible management. For the purposes of the qualitative research a standardized questionnaire has been used to find out the possibilities of improvement of the services quality by the Municipal Administration and pre-primary educational institutions. Managers and deputy managers of Mažeikiai District pre-primary educational institutions have been interviewed for this purpose. Results of the qualitative research demonstrate that Mažeikiai District Municipality is seeking to ensure the targeted quality and management of the educational services provided by pre-primary educational institutions and applies different tools and instruments for this purpose. Lower engagement in the quality management processes have been noticed on the side of the Municipal Administration. On the whole, there is still a lack of understanding in Mažeikiai District Municipality about the systematic approach to the management of the quality of service. The study results were used as the basis to formulate recommendations for Mažeikiai District Municipality. |
