Abstract [eng] Management of electronic documents (MED) in general education schools is analysed in the final Master’s thesis: The motives, possibilities, obstacles for acquiring MED systems and giving up the traditional document format. The relevance of the Master’s thesis is based on the realities of the end of the last decade that information technologies (IT) and developments in MED significantly changed management of documents, electronic management implemented in the country lead institutions from the public sector (educational as well) to switch to provision of electronic services, MED as well. The development of MED in Lithuanian state and municipal institutions, implementation of modern DM systems is hindered, MED is of the lowest level in schools, the amount of document in the traditional (paper) format is particularly high (approx. 90%). The aim of this Master’s thesis is to identify factors stimulating improvement of document management in general education schools by using electronic sources, as well as the reasons preventing to do so, to indicate ways for improvement of the situation. The thesis consists of three parts. The theoretical and practical aspects of improving MED in educational institutions in the context of the development of e-government are introduced in the first part. The theoretical and methodological assumptions of the case of gymnasiums in Mažeikiai district are established, the choice of strategy is substantiated, the scope, instruments, etc. of the analysis are defined in the second part. The third part of the thesis is aimed at revealing the possibilities for improving MED of gymnasiums in Mažeikiai district and identifying the biggest obstacles. Data gathered from the participants of the qualitative analysis (informants and experts) during interviews is analysed. Analysis results have shown that even though gymnasiums are currently not using a unified system corresponding to the requirements of the official electronic document specification, they have prepared for implementing MED. DM for various areas is implemented and various information systems are used in the schools, the majority of staff are included in such work, despite their age and position gymnasium employees have sufficient competencies necessary for MED processes. The analysis has shown that the main difficulties for switching to MED are associated with external (political, economic, technological) factors: there is no common MED policy formed for the public sector and the educational system; there are no obligation to adhere to it; there are conflicting DM requirements of the institutions managing and controlling the institutions; the educational system is not standardized; lack of funding. The Mažeikiai district municipality and administration still lack a strategy for development of e-management and MED in the district, coordination of actions, involvement of the educational community in the MED development processes. The following main means for improving the application of MED in Mažeikiai district municipality should be emphasized: provisions defined in the main documentation of the district establishing an overall transition to using MED for documents of schools in the district; higher involvement of the directors and other representatives of the schools in the processes for planning, using, implementation of MED and lifelong learning.
