Looking at the global context, tutoring sector differs across countries. In some countries, additional teaching, private cources, which are arranged individually or, in need, by special institutions, have become a business of massive scale, bringing profit to the state and creating many jobs. This is an official opportunity for teachers to increase their monthly income. Activities of tutors are not a new phenomenon in Lithuania: they have become part of the system of education. According to the Law on Education (2011), eligible teachers may provide such services. All stakeholders (people employed in the system of education, providers of supplemental services, and students) identify different reasons related to tutor activities: teachers and people employed in the system of education claim that tutors are not necessary but a matter of "fashion". Teachers think that school ensures adequate readiness of pupils for life. The survey of experts providing tutoring services suggests that they are encouraged to engage in such activities being driven by desire to increase their income, more rarely there are moral incentives; they emphasise their considerable experience and high competence, peculiarities of implementation of general programs, and ability to work with children. Quality is often associated with the achievements of students at exams, which are usually high. Tutors provide their services without a business license, most of them have not even heard about it. |
