Abstract [eng] |
The article focuses on communication between the central government and the local government in Kaunas. In 1919–1920, the central government was rather weak and inexperienced, whereas Kaunas municipality had long traditions of administration. The article discusses several cases, when regulations of the central government were rejected or ignored by the city council or the city board. One of the most important questions was the usage of Lithuanian as the state language instead of Russian in the municipality. Lithuanians in the city council remained a minority till 1931. The ethnic and political composition of the city council and its opposition displeased the government. There were plans to prepare a special law on Kaunas municipality. Municipalities of Lithuania were blamed for having too much autonomy and too little accountability. The new law on local government limited the autonomy of municipalities, especially the Kaunas municipality. According to the law, one third of the Civil Council members was appointed by the government. |
