Abstract [eng] Evaluation of the quality of health care services is important from the viewpoint of both providers as well as receivers of those services. Patient’s perspective includes the evaluation of all the parts of the process- from accessibility and other organizational issues to personal collaboration with physicians and nurses. On the other hand, the health care professionals evaluate the same services from inside the system, with better understanding the health care delivery process and possibilities of the system. 21 scientific publications have been included into the Habilitation thesis. Patients’ opinion concerning the health care services has been evaluated according to the patient’s social and demographic characteristics, their place of living and other variables. This also included evaluation of opinions of elderly patients concerning the services they receive. Evaluation of opinions of health care professionals has been made according to the characteristics of the institutions, their locality and specialty of respondents. Part of the materials is evaluation of efficiency of professional health checks of drivers, which is a common procedure in health care institutions. Evaluation of patient opinions about health care services provides important information for improvement of the quality of health care services. Majority of respondents evaluate health care services positively. 5,1% of respondents evaluate health care services as unsatisfactory. Respondents of all social groups agree that the major problem is queues. 86,0% - 92,9% of respondents for the health problems visit they Family physician or Outpatients clinics, 7,1% - 13,9% private physician. 82,8% of respondents declared that they do not want to change their Family physician. Majority of patients declare that the most reason of their visits to health care institutions is health problems. Elderly patients consider it important that physician knows well the problems of ageing people. Most of elderly patients prefer in-patient treatment even in cases when health problem is not severe. Majority of inhabitants living in bit cities and towns declare that they are registered with the state owned Outpatients Clinics or ambulatory care clinics. 72,0% of respondents living in towns state that in in-patient clinics the quality of services provided by nurses has improved. Respondents living in regional towns and countryside think similarly. Only 8,5% of respondents living in towns declared they have been visiting the private doctor. 24% of respondents in cities and 29 and 30% between respondents in towns and regional centers think that when having to do some laboratory tests they did not have to wait, 22,1% of respondents think that they have to wait too long to do the tests. Most satisfied with their working conditions are physicians working in private health care centers. Physicians working in state owned outpatient clinics and hospitals are less satisfied. Financial remuneration is considered fair by 73,2% of physicians working in private practices, 9,9%- in state owned health care clinics, 9,1% in hospitals. Most dissatisfied with their workload are physicians working in state owned ambulatory care clinics. Majority of physicians working in private practice considered their workload as appropriate. Dissatisfied with their salaries are 74,7% of all physicians who took part in surveys. Asked about the measures that would improve services in health care institutions, 27,1% of respondents think that it would be increase of salaries, 21,3% would increase financing of the health care system. Physicians in big cities would increase computerization of work places (11,8%). The health care workers that took part in the survey suggest that most important measures would be investment into medical equipment. Second important measure would be increased support to ambulatory care level Third important issue according to respondents could be improvement of hospital care. Current regular health checks of drivers is considered satisfactory by 80,3% of participants. 55.3% of drivers support the project which includes personal responsibility of applicants about their current and previous diseases, and their health status. IT systems that are currently used in health care institutions mainly for statistical analysis and financial management of the institution. IT systems are nearly not used at all for patient records, ordering the laboratory tests and procedures, receiving test results. Computerization level of health care institutions is from very low to average in different locations. Computer literacy is medium in majority of institutions.
