Abstract [eng] The master‘s thesis evaluates the functioning of full-time teachers’ salaries. The case of Radviliškis district was chosen as the research field. The final Master’s thesis consists of three parts. The theoretical part reveals the importance of education policy in raising the economic and social well-being of the population, as well as the factors that promote the continuous improvement of education. Knowledge is becoming a very important commodity and the supply of jobs that require higher intellectual skills is increasing in such a society. The higher qualification means the better-paid job. This makes it easier to integrate into society and achieve a higher quality of life. However, countries face challenges such as emigration, the demographic composition of the population, growing social inequality rising due to poverty rates, and technological revolutions. In this case, a teacher plays a special role. The theoretical analysis identified problems such as the aging population of teachers, the lack of attractiveness of the teacher’s profession, and the shortage of teachers of certain subjects. In some cases, problems arise in certain geographical areas. In addition, low interest in initial teacher education programs exaggerates problems that strongly affect the functioning of the education system. Various reforms are aimed at increasing the attractiveness of this profession. The simplest way to reduce the shortage of people entering pedagogical studies is to provide targeted funding for pedagogical studies. It is intended for specialties necessary for a country but unpopular among students. The European Commission has set up a pilot forecasting tool to tackle the shortage and surplus in teachers. Monitoring the situation is undoubtedly the first step in understanding the changes in certain education systems. The attractiveness of the teaching profession can also be influenced by increasing teachers’ salaries. Teachers’ pay systems and their elements are different in Europe. However, the theoretical analysis revealed that the number of students, working hours, and experiences are important features to assess the salary of teachers in all European countries. The research methodology part presents the methodological basis of the research. The recent reform of the teachers’ payment system, which was started in 2018, is relatively new. Therefore, there is little research on it, except for some statistics, analysts’ insights, and forecasts. A regression model analysis of independently pooled cross-sections was performed using the Ordinary least squares (OLS) method. The empirical part of the work begins with a dynamic overview of the elements of teachers’ salaries in European countries. It is clear that the size of the staff is relevant to how much is the teachers’ salaries. Firstly, the change of full- time size and the factors determining it is assessed after the introduction of the full- time system of teachers’ salary. The results showed that, after the introduction of the full-time teachers’ salary payment system, the salaries of Radviliškis district teachers did not increase. This was due to the reduction in the size of the staff after the introduction of the staff pay system.
