Abstract [eng] The master 's thesis analyzes the situation of cultural policy implementation in Mažeikiai district municipality, providing opportunities for improvement. In order to reveal the problems of the research, the aim was to define the theoretical aspects of the implementation of cultural policy and to carry out an empirical research, to present the directions of improvement for the implementation of cultural policy in Mažeikiai district municipality. The implementation of cultural policy is influenced by various factors: political and ideological, organizational, cultural and technological. Cultural policy has been analyzed by various theorists, and a number of studies have been conducted on aspects related to cultural policy, but it has been noted that there is still no goal, a universally accepted implementation of cultural policy that is embedded in the consciousness of different countries and in scientific publications. Therefore, it is relevant to analyze the problems related to the process of formation and implementation of cultural policy, to look for improvement solutions. In addition, the implementation of cultural policy in smaller regions of Lithuania was examined rather narrowly, therefore it was decided to focus on the implementation of cultural policy in the context of a specific geographical area in order to assess and determine the implementation of cultural policy in the case of Mažeikiai district municipality. The analysis of scientific literature and articles, analysis of the content of legal acts and strategic documents is used in the work. The application of these methods reveals theoretical approaches to the implementation of cultural policy. Empirical research uses a qualitative research method, using a semi-structured interview, which helps to obtain comprehensive and detailed information about the subjective characteristics of the phenomenon under study. Content analysis method is used to process research data. Five employees of Mažeikiai district municipality engaged in the development of cultural policy participated in the qualitative research. The research of the interviews emphasizes that the interviewees usually single out these emerging problems for the implementation of Lithuanian cultural policy - funding problems - insufficient funding of the cultural sector, especially low funding for the management of cultural values, inadequately low salaries of cultural workers. Another problem is the imperfection of cultural policy. the overall quality of cultural policy in Mažeikiai district. The quality of cultural services in Mažeikiai district is quite good, but the interviewees point out that continuous staff development is needed, as well as the ability of cultural workers to maintain a high level of urban culture is highly dependent on the decisions of the council on funding for certain arts. Promoting the qualification of cultural workers plays an important role through the organization and financing of conferences, seminars, professional development, and other informants point out that too little attention is paid to professional development of employees.
