Master's thesis of civil servants professional values expression in Siauliai region municipal authority, analyzed and systemized theoretical and legal aspect according of the foreign and Lithuanian scientific literature, legislation, strategic and other contents of dokuments, SWOT, the statistical data analysis and an interview methods. Master's thesis analyzed the concept of civil servants professional values origin assumption, presented and described the civil servants profesional values variety of definitions, identified and analyzed by legitimated civil servants professional values. Master's thesis objective was to investigate the civil servants implementation of professional values in Siauliai region municipal institucions where municipal administrative supervision by the Government representative service, prepared and reasoned on the hypothetical implementation model of target civil servants professional values. In the final work, using the content analysis and expert investigation, thoroughly analyzed and valued the expression of civil servants professional values by Siauliai region municipal institucions, also highlighting the problems and providing the implementation perspective. Approved main defended propositions by the author formulates: professional values of Civil servants are pointed out in the laws of European Union and Lithuanian Republic, as well as, in the Ethical Codes, which oblige to follow professional values and principles. The main measures of impact for the compliance with the professional values in the institutions of Šiauliai municipality are the following: a) to integrate the educational system of professional values to the annual civil servant’s education plans; b) to apply stringent control mechanisms; c) to promote a candor behavior in the cases of infringement. |
