Abstract [eng] Master thesis models purposefulness of development of the government of protected areas in Akmene District Municipality by invoking Lithuanian and foreign scientist’ and practicians’ theoretical insights about the government of protected areas, summarizing based on legal acts governmental change of protected areas in independent Lithuania and reviewing peculiarities and issues of state protected areas in Akmene District Municipality. The created model is hypothetic as it might be applied in other similar territorial units. The results of qualitative method (analysis of the contents of the interview of experts) show that problems in the government of protected areas in Akmene District Municipality are influenced by the following factors: 1) gaps in protected areas legislation; 2) low population involvement in decision making; 3) lack of public awareness of the importance of protected areas. Expressed idea at the beginning of the study that „Governmental problems of protected areas in Akmene District Municipality are influenced by low population involvement in decision making and gaps in protected areas legislation“is confirmed.
