The goal of the thesis paper is to theoretically analyze the characteristics of civil servants training and qualification improvement system and to identify the needs for training and qualification improvement in Klaipėda region municipality administration; to determine the tendencies for possible improvement of the training and qualification system with the reference to the survey results. Theoretical part of the thesis paper involves the description of the place of public service in the context of human resources management. Also, it describes the requirements set for the civil servants in the modern society, and emphasizes the content, needs and the system of civil servants training and qualification improvement system, and indicates the institutional level, legal regulations and procedural level of training and qualification improvement. The thesis paper determines the practice of setting the needs and aims for the training and qualification improvement, and the process of developing, implementing and evaluating civil servants training and qualification improvement programmes. The methodological part of the paper includes the theoretical methodological basis for the survey, the methods and strategies. The base for the survey, its structure, survey characteristics and sample are presented. The empirical part of the thesis paper analyzes the actual involvement of Klaipėda region municipality administration civil servants into training, their motivation and the evaluation of the present training and qualification improvement system. The needs and requirements for the training content, process and active training methods and forms are analyzed as well. The final part of the thesis paper summarizes the analysis of literature, laws and other legal acts. Also, it discusses the problems for civil servants training and qualification improvement identified during the practical survey including the possible ways or solution. |
