Master thesis analyzes implementation of LEADER’s local partnership programme in Mažeikiai District Municipality and presents development directions for 2014 – 2020 period. First part of Master Thesis analyzes the concept of partnership in public management theoretic. Thesis analyses development of rural areas expansion policy, visions and realities of Lithuanian rural areas, and Lithuanian agricultural and rural development strategic directions for 2014 – 2020 period. Also, it investigates evolution of LEADER‘s local partnership program in Lithuania and represents legal regulation of LAG. A model for LAG performance measurement was chosen according to suggestions of Lithuanian Institute of Agrarian Economics. In empirical part LEADER‘s programme’s implementation in Mažeikiai District Municipality analysis was accomplished: implementation of Local development strategy of 2008 – 2014 period was analyzed according to three aspects (human and financial resources, their administration process and achieved results), strengths and weaknesses were highlightened, and informants’ opinions about LEADER’s local partnership program development were generalized. Informants’ rated Northwestern Lithuania (Mažeikiai District) LAG’s activity according to resources, process and result aspects in five-point rating system. |
