The master paper, based on Joniškis, Kelmė and Pakruojis minucipalities case, explores ethical challenges and management measures at local self – government system. The main aim of this work is to identify and analyze the phenomenon of ethical challenges and possible management measures at local self – government, also to form a management measures model of ethical challenges, based on this analyze; i. e. to identify the cases of ethical challenges and main risk factors, investigate the phenomenon causes and consequences, define potential management and prevention measures, creating management model, which could be adaptable to similar municipalities. The work consists of theoretical and research (empirical) parts. The theoretical part reveals the variety of forms and concepts in the context of ethical challenges, explores the reasons leading to this phenomenon, determine current legal framework of ethical challenges. The main focus based on management measures of ethical challenges, their formation and application possibilities at local self – government system. Inter alia, this part reviews the present system of local self-government and the main problems occurring this level. The empirical part of this work presents the results of the research, confirming and extending the theoretical part of the scientific material. After content analysis, a model of management measures of ethical challenges is constructed, conclusions and recommendations are supplied on the subject. |
