For what partnership between the state and local authorities, low involvement of citizens in local government system, the legal framework of constant change, insufficiently efficient municipal financing mechanism leads to a comprehensive municipal financial management need for analysis for Efficiency Opportunities. In this respect this master‘s final paper analyzed the efficiency of local financial management an overview theoretical standpoint: examine the efficiency and effectiveness of the differences in concepts, foreign municipal best practices in financial management and local government financial management efficiency elements. Normative acts of the Republic of Lithuania, strategic documents, Cesis District documents affecting local financial management, statistical analysis and quantitative Lithuania and Cesis district data analysis enabled the assessment of the current state of Cesis District and funds management situation. Interview survey Taurage District of Council provided an opportunity to assess the financial management Efficiency Opportunities Cesis District Municipality and construct effective management of funds, local self-governance model. |
