Abstract [eng] This thesis about the introduction of full-time payment system for teachers in Lithuania is aimed at explaining why the change provoked hostile reaction from the educational community and society, teacher strikes in schools and the ministry. It is clarified whether the beliefs of the rulers may have led to the adoption of a model that is difficult to implement. The implementation of the model in schools is also analyzed in order to understand the role of school principals in introducing the new model. Finally, analysis assesses whether the change management measures taken during the implementation of the reform were sufficient to prevent the mobilization of opposing advocacy coalition. The analysis is based on Sabatier advocacy coalitions framework with insights from the implementation and change management theories and may be useful for future research on Lithuanian public policy implementation.
