The controlling of monetary social support and trends of improvement in Kelme district are being investigated in the Master‘s work. In the first part social care in the conceptions of public administration is analysed. The peculiarities of social care controlling are examined, explaining modals of social care and aspects of the realization. The system of social care in Lithuania is presented – the development, peculiarities of controlling, controlling factors of social care. The basic legal statements of reorganization of monetary social care to the needy residents are analysed. In the second part a methodological substantiation of the research about controlling of monetary social care in Kelme district is adduced - the methodics of the research, the tools of the research, the characteristics of the research sample. In the empirical part basic results of reorganisation of monetary social care in Lithuania are investigated, with the exception of decrease factors of receivers of social care in probationary municipalities. Politcal – legal, structural – legal, human, technological, social – economic factors of social care controlling in Kelme district are analysed. It is stated that Kelme municipality is sufficiently prepared to render monetary social support of high quality to the district inhabitants. Principal factors having influence on controlling social care in the district are determined . The analysis of present situation rendering monetary social support to needy residents in Kelme district is prepared. Trends of improvement of controlling social care are framed, emphasizing realisation of principles of good and ingenious caring out, proof reading of some law provisions of Lithuanian monetary social care, taking into consideration peculiarities of rural municipalities, increase of activity of local community and improvement of competences in the sphere of social support. It is suggested to prepare the mechanism of administration control of social care with a possibility of appealing a resolution, the order of checking receivers‘ mode of life and living conditions and further use of saved up means, allotted to social support only to district social needs. It is recommended to accomplish observation of indices change of monetary social care and job market, to make interinstitutional cooperation more effective, to perfect the use of municipality‘s human information and financial sources, residents‘ social education, to realise examples of good practice. |
