In this master‘s thesis the component issues of youth employment policy and general condition of it in Lithuania as well as European Union countries are analyzed. Moreover, the legal regulation, the system and tools of youth employment policy in local government are discussed. The main aim of this work is to investigate how the system of youth employment policy is put into practice and how the municipality of Pakruojis district foresees possible ways of its improvement. Analytical methods of fiction and law documents were used in order to accomplish the aim of the work. Thurthermore, the methods of qualitative strategy were chosen for the empirical research, that is a stuctured interview and a qualitative analysis of the content. These methods help to reveal the system of youth employment policy in the municipality of Pakruojis district and the assessment of the function assigned to this municipality as well as the collaboration of institutions and organizations. The issues of the work also deal with the attention given to the youth, their options to employ and what measures of labor market are the most effective for the youth. It is also important to find out if these measures and volunteering are known to young people and what new finances are appointed. An empirical study showed that all specialists positively assess the function of the youth employment assigned to this municipality and claim that the system is affective. Nevertheless, not all institutions involve into the realization of this policy and not many of them co-operate but volunteering was identified as the most affective measure. Various institutions as well as websites provide information about youth employment. A public youth center in Pakruojis functions for one year but not all institutions may evaluate the work of this center because there is no co-operation. The majority of young people participate in various programs but they lack motivation and responsability. Voluntary activities in Pakruojis district have to be promoted because young people do not know the benefit of volunteering. In conclusion, many specialists believe that volunteering should be the direction of youth employment policy as well as skill acquisition and entrepreneurship. |
