Abstract [eng] Master’s degree thesis reveals aspects of quality services and accomplishes quality analysis of supplied and available services of Šiauliai city municipality and telecommunications company “Omnitel”. Seeking to examine both services provider’s and customer’s involvement in the process of developing of quality services, the thesis discusses features of quality services management models in private and public sector. Thesis supplies standards of qualitative services of purchase aspects in municipality and buyable quality services, by ISO, in private sector. Cumulative material allows to see interactions between private and public sectors of institutions. There were used semi-structural method and questioning of both municipality administration’ of Šiauliai city and company „Omnitel“. Thesis has analysed the conception of quality services. Also it has provided recommendations of purchase/sale services to quality assessment in collaboration. It also discusses peculiarities of public management and quality models which directly influence assessment of quality services. After accomplishing the content of analysis it was concluded that long-term collaboration results allow a better understanding between the service provider and the customer and their requirements. Furthermore, long-term collaboration – it is a closer relation which gives an opportunity to collaborate service provider and customer in both formal and informal ways. Summarizing received results of survey, there were distinguished main differences of quality services assessment in Šiauliai city and “Omnitel”. There are distinguished public and private sectors’ aspects of collaboration which influence purchase and sale of services in public buying.
