In the master work thesis " The evaluation of public sector organizations , applying the common evaluation model: Radviliskis district public health bureau case“ the assessment of the activities of public-sector organizations in Radviliškis public health bureau has been done as well as the needs and expectations about the public health care services have been analyzed. The Master's thesis consist of three main parts, conclusions and recommendations, references and annexes. The first part of the work carries out theoretical evaluation analysis of the organization activities , which includes the evaluation of the activities of public management improvement in the context of the assessment of the value for the public sector and performance assessment conception analysis. This analysis revealed the importance of performance evaluation to the organization's survival, development and management. The second part focuses on the general concept of the model and the essential features. There is also the analysis of the general concept model application to public sector organizations, which provides statistical data describing the number of model users. Successful performance measurement is impossible without extensive external organizations and internal environmental factors, so the analysisof Radviliskis district public health bureau PEST and SSGG was carried out. Also, in the final part of the work two empirical studies have been carried out. The first study was held to assess Radviliškis Public Health Bureau activities applying the Common Assessment Framework- this study revealed the strengths and weaknesses of the bureau activities. In order to improve services and to identify the users and other interested parties' needs and expectations of the public health care , a research was conducted in Radviliskis district. In the light of these findings the bureau performance improvement opportunities have been established. The results of the study show, that the citizens of Radviliskis district do not know much about the Bureau as an institution. However, the results also make it clear that they are more knowledgeable about the services the Bureau provides than the Bureau itself. This proves that most respondents do not associate the Bureau to the services it provides as an institution. It is clear that the citizens that used the services the Bureau provides were pleased with the quality and they also believe that these services are very important in our society. According to these results, new ways of improving the activities of the Bureau have been made clear. |
