Abstract [eng] Master Thesis analyzes the concept of leadership, discloses the notion of transactional and transformational leadership, studies the main leader’s qualities and their importance in the organization leadership style. The aim of Master Thesis was to analyze transactional and transformational leadership in local authorities of Northern Lithuania in order to determine the ways of expression of directors’ transactional and transformational leadership in the course of local government institutions’ development. The Thesis also studied the main tendencies of transactional and transformational leadership, as well as the leadership styles and personal attributes of directors of the above mentioned institutions. The author’s statement concerning the fact that the leaders of the Northern local government institutions may be distinguished by transactional leadership qualities, was refuted. The main directors’ leadership problems requiring a further analysis were determined: not-listening to employees’ opinion and non-involvement in decision making; failure to provide help and assistance to employees; insufficient employees’ motivation; non-formation of vision and mission; non-speaking about optimistic future of activities.
