Translation of Title Human Resources Management in Public Sector Organisations: the Case of the Šiauliai Police.

Abstract [eng] The master's thesis presents an analysis of human resources management in public sector organisations, with a focus on the case of the Šiauliai Police. The theoretical part of the paper analyses the development of human resources management and human resources management in public sector organisations. A total of 172 police officers participated in a questionnaire survey, and three department heads working in the Šiauliai City and District Commissariat were interviewed. The results of the study revealed that most attention is focused on employee training and developing employee qualifications. The majority of police offers surveyed stated that the police officers of the commissariat were provided with adequate conditions for raising their qualification and learning. Police officers willingly participate in qualification development courses and training, evaluating the possibility of being promoted to a higher position. When assessing a police officer, the most important aspects are their professional competence and the results of their activity. The results of the study revealed that the main and most important tool for motivating employees is career building and compensated training costs. In the opinion of the head police officers at the Šiauliai City and District Commissariat, most attention is concentrated on employee training and qualification development. Favourable conditions are created for police officers to take part in training and qualification development courses as well as foreign exchanges. During training courses and qualification development courses, police officers develop their social, leadership, professional and personal competencies. Police officers also participate in physical training, marksmanship training and so on. At the Šiauliai City and District Police Commissariat, every police officer is given the opportunity to build a career by occupying higher positions and earning new duties, however, this depends on the initiative and motivation demonstrated by the individual themselves as well as on the position requirements that the individual has to meet.
