Translation of Title Strategic Management in the Public Sector: The Case of Šiauliai Municipality.

Abstract [eng] The master's thesis analyses strategic management in the public sector. The theoretical part of the paper reveals the fundamentals of strategic management, and presents an analysis of strategic management assessment in the public sector. A questionnaire was used to conduct the study, the purpose of which is to carry out an analysis of strategic management in the public sector, i. e., the case of Šiauliai City Municipality. The method of document analysis was used to analyse the 2007-2016 strategic development plan for the city of Šiauliai. The empirical data collected during the survey revealed that almost every employee working at the Šiauliai City Municipality and a third of the employees from institutions in direct subordination to the municipality have participated in the process of strategic planning. In implementing its strategic planning/management system, the Šiauliai City Municipality had to deal with insufficient financial resources, an insufficient number of employees in the planning department and the insufficient capabilities of administrative municipality specialists in the area of strategic planning. The principles of strategic planning are implemented in the Šiauliai City Municipality in order to shift the focus from the process onto results when executing planned activity, which is why both groups of respondents believe that strategic planning is effective in the municipality of Šiauliai. The results of the implementation of the 2007-2016 strategic development plan for the city of Šiauliai reveal that not all planned activity was successfully implemented. The most problems were encountered when implementing priority II, \"a competitive city economy\". In 2011, the implementation of the strategic development plan for the city of Šiauliai was just satisfactory because only about 50% of the indicated activities were being carried out. In 2012, the ŠSDP was implemented better than in 2011, with 53.1% of planned activities being executed, 4.8% completed and 45.9% not being carried out at all. In 2013, the ŠSDP was implemented better than in 2012, with 65.6% of planned activities being executed and 46.4% not being carried out at all.
