This Master thesis analyses provided a monetary social assistance in Lithuania, its effectiveness, effects of participation in the labor market and possible improvement directions. In first part of the paper, analyses the concept of social assistance and its regulation, the concepts of monetary social assistance, methods of appointment and the influence of the population in the labor market, also monetary social assistance efficiency assessment methodology is presented. According to reviewed literature, in the second part of the paper performed analysis of monetary social assistance in Lithuania for 2007-2013 period. It was found, that social assistance in testing way appointed more funding than in categorical way, therefore in testing way appointed the main monetary allowance chantes can make a very significant impact on the effectiveness of system monetary support. Monetary social assistance effect of the population in the labor market was assess comparing wage with obtaining monetary social assistance. It was found that employed the minimum monthly wage income is slightly higher than the amount of monetary social assistance to indigent persons. Therefore in a small difference between the income received for the work and support for the poor, there is inactivity and unwillingness to work trap. The final results confirmed formulated hypothesis, that current system of income support in Lithuania does not encourage public participation in the labor market. In the third part of the paper assessed monetary social assistance effectiveness in 2011-2013 period. According to monetary social assistance aggregate indicators analysis and monetary social assistance restructuring of 2012-2015 period impact assessment, it was found that the country has reached only a fraction of their intended purpose, to say stabilized and reduced monetary social assistance recipients and expenditures but did not increase the effectiveness of monetary social assistance. Therefore, in this master thesis proposed monetary social support assessment model and the possible improvement directions. Using a common valuation model in all municipalities, especially now, when the social support function assigned to municipalities, would be able to compare their indicators, makes it easier to determine when monetary social assistance, or any type of social support is giving inefficient and propose suggestions for the respective type of social support legislative framework changes in municipalities or in Lithuania. Therefore, more concretely rational monetary social assistance resources usage ways, which realized social assistance would become more efficiency. |
