Abstract [eng] The thesis analyzes expression of leadership in Akmene district municipality. The main focus is dedicated to the leadership of middle-level leaders as well as the leadership of mayor's authority. The first part of the thesis discloses performed theoretical analysis of the concepts of leadership, which was completed by applying the concepts of theories, models, styles and features of leadership by Lithuanian and foreign authors. The final thesis analyzes leadership theories in the contexts of recent public management paradigm, therefore the theoretical part of the thesis defines the connections between recent public management and leadership. Empirical part of the thesis, where the quantitative research strategy was applied, was completed by performing Akmene district employees survey and it has disclosed which management style, features and which leadership theory is peculiar and how that leadership is expressed in the municipality. The research results have revealed, that in Akmene district municipality the mayor and managers of other departments can be characterized by diverse leadership models. The managers of other departments belong to charismatic leadership model, while the mayor belongs to charismatic and trait theory model. Successful and good manager - leader must possess features such as honesty, ambitiousness, precipitance, integrity; he must be seeking for great aims and have a vision towards common goal. The managers-leaders of the present time organizations must be able to lead their team forwards. Their principal concern must be the organization and team instead of their personal interests. Based on the latest leadership theories and empirical research results, a hypothetical model of manager-leader has been created, which allows to develop leadership in local municipality regarding both, the highest and middle-level managerial level. The thesis consists of four parts, conclusions, recommendations, references and appendixes.
