Master’s work thesis analyzed the assumptions of origin of total quality management and Common Assessment Framework aspects in the context of public management theories, the essential criteria of the CAF as well as the installation process, improvement of municipalities. Master's work was intended to research the implementation of Common Assessment Framework, to develop and justify a hypothetical model of Common Assessment Framework implementation in local government. The paper consists of three main parts – conceptual, methodological and investigative. Thesis, using content analysis of documents and interview analyzes, was in detail study and evaluated the implementation of Common Assessment Framework in Siauliai Municipality, highlighting problems and providing installation options. It was confirmed hypothesis of the research that the Common Assessment Framework is recommended for all public sector bodies as an excellent tool for the implementation of institutional quality improvement, however, Siauliai Municipality does not apply this model, as they face problems: lack of top management initiative, lack of the time and the funds and lack of motivation. |
