Abstract [eng] Inter-agency cooperation in the implementation of youth policy in Siauliai district is analyzing in the Master's work. The first part of Master's work includes the review of collaboration assumptions in context of youth policy, interaction types of collaboration, the essential principles of cooperation, identifies the factors influencing the effectiveness of the collaboration. Also disclosed concept of youth policy, an overview of the legal regulation of youth policy. In the second part of the thesis, are presenting the research methodology. The PEST and SWOT analysis were performed in order to find out situation of inter-agency cooperation in the implementation of youth policy in Siauliai district. The interviews were performed in order to find out foreign countries experience of cooperation on youth policy and to find out, how inter-agency cooperation is going, what factors influence inter-agency cooperation in the implementation of youth policy in Siauliai district. Accomplished research revealed that organizations which implement youth policy have potencial work and cooperate effectively, but due to certain weaknesses and threats, such as passivity, fear of change, some options are not an exercise undertaken. Also research revealed, that in Estonia, Austria, Wales, Italy, Croatia, Slovenia, Portugal inter-agency cooperation, in one way or otherwise take place, but in most countries it is seen more negatively than positively. This assessment leads the lack of real solutions, because cooperation takes place more in theory than in practice, also found that organizations do not support connections, dominated the competition. Moreover research revealed that Siauliai district does not have a common vision or direction of cooperation. Mainly organizations cooperate through modern technology (phone, e. mail, social networks, etc.), many organizations/ institutions through cooperation. Many organizations/ institutions through cooperation trying to achieve fair and effective sharing of responsibilities and performance, however, there are organization / institutions that are susceptible to abuse, in practice there is no motivation systems to encourage cooperation on the implementation of youth policy in Siauliai district.
