Work with youth is one of the main directions of development towards modern youth policy. According to the law on local government of the Republic of Lithuania, youth policy is a function transferred by the main government to the local government, the youth affairs coordinator, working in the municipal administration, is responsible for its implementation and coordination. The Vilnius city youth affairs coordinator is also the head of the administration department, so he includes a team of employees, 17 supervised institutions, non-formal children's education, and other additional functions. In this municipality, youth policy is sufficiently expanded into many forms, such as: open work with youth, work with youth on the street, non-formal education, youth participation and empowerment, youth volunteering and others. The work analyses the system of working with youth in the Vilnius city municipality and meeting the need for services. Methods used during the research: analysis of scientific literature, analysis of Lithuania Republic and Vilnius city legal acts and documents from 2020 year to 2022 years, analysis of Vilnius city primary and secondary quantitative and qualitative data, 17 interviews with heads of institutions or representatives of the administration, interviews were analized using MAXQDA software and implementing thematic analysis method. This paper reveals that: the system of open work with youth in Vilnius is more focused on quantity, not quality, and insufficient funding for certain forms of work with youth and non-governmental organizations is also noticeable. There is a lack of accounting to monitor and evaluate results and change, and the system is not developed to ensure that every young person receives services of the same value. |
