The goal of the study is to analyze the employee training and development system at the Šiauliai Regional Court and recommend possible directions for its improvement. The first part of the Master Thesis analyzes the concept, demand, principles, stages and methods of an employee training and development system as described in the Lithuanian and foreign scientific publications as well as the concept and features of a learning organization. Also, an analysis of employee training and development system in the public sector and the courts is carried out based on the laws of the Republic of Lithuania, institution reports and Internet sources. To reach the set goal, a research was carried out at the Šiauliai Regional Court on the basis of scientific literature and later described in the empirical part of the paper. The discussion with the focus group allowed evaluating the current employee training and development system, assessing its effectiveness, benefits and efficiency, and discerning the advantages and disadvantages of the said system along with the problems faced by employees. The received data were further analyzed by employing a structured interview with experts (qualitative data collection method). The research revealed the opinion of experts on the matters of quality, priorities and improvement direction of the employee training and development system along with the question of the employee motivation to learn. Having summed up the research results, it became evident that the Šiauliai Regional Court paid a great deal of attention to employee training and development. However, this process also included the following several problems: lack of funds for the training and development of contract employees and public servants, limited number of participants in the training programs, and meager supply of available training programs. After the analysis of the theoretical aspects and the Šiauliai Regional Court employee training and development system, the main conclusions were drawn, the areas to be improved were identified and recommendations were given on how to increase the efficiency of the said system. A hypothetical model of improvement of employee training and development system was prepared based on the analysis of the opinions of the informants and experts. |
