SUMMARY Master‘s theses analizes goverments and citizens electronic interaction expansion issues and development opportunities of Mazeikiai district municipality. Internet technologies are introduced quickly not only to business, politics, state management, but also transforms inter – institutional and inter-sectorial relations in society (virtual communities are formed, information partnership relationships are established, classification of consumers based on various information interests), changes business principles, changes relationships between various legal subjects, companies and state management. Master’s thesis goal – to investigate goverments and citizens electronic interaction expansion issues and problematic aspects of Mazeikiai district municipality and to predict possible expansions of potential interaction. Based on scientific literature analysis, government and citizens electronic interaction disclosed e. government, e. management, e. democracy and e. participation concepts and their interconnectedness context. Based on analysis of legal regulations was revealed legal regulations of government and citizens electronic interaction. During empirical study of Mazeikiai district municipality were conducted government and citizens of electronic interaction analysis of the situation and identified this interaction development problems and opportunities. The results of conducted empirical study showed that implementing goverment and citizens electronic interaction at municipal level, the first encountered problem is financing. The measures that are implemented centrally by the EU structural funds are implemented successfully, but the measures (information and telecommunication technology products, e. democracy elements etc.), which require implementation of municipal resources, are not paid enough attention to.The study showed that the Mazeikiai District Municipality’s development of e-services is insufficient, development of e-democracy is still in its infancy, although the need for interaction between government and citizens is obvious. It is advised for municipality to draw up a detailed government and citizens interfaces deployment plan. It is not enough only to include such measures in the development of the strategic plan. It is required to elaborate it by stages, with exact amounts and time tables for each stage, taking into consideration that the information and telecommunication technologies should be adequate means of electronic interaction in order to effectively support them. |
