The thesis analyses the local partnership in implementing the LEADER programme: focusing on its theoretical aspects and rural development policies in relation to international case studies. This paper begins with an overview of the LEADER method and its importance to the rural development by highlighting the principles of the LEADER method, the stages of LEADER programme implementation and how the LEADER method has been realised in Lithuania. The empirical part of this thesis analyses the case of local partnership in LEADER programme implementation, in the case of Radviliskis district. This is done by investigating Local Action Group's (LAG) \"Radviliskio Lyderis\" directions of prioritised procedures and facilitation. Analysis of LAG's activity is presented, also highlighting the content of strategies and objectives. Differences and similarities of \"Radviliskio Lyderis\" strategies are identified to meet the aim of this thesis where research method of partially structured interview was employed in this study. Research Object – public, private and non-governmental sector partnership. Study's aim - to explore local partnership in the implementation of the LEADER programme in Radviliskis district and the encouragement of its increased advancement. Hypothesis- local partnership is not sufficient in the implementation of the LEADER programme in the case of Radviliskis District. Research parameters and planing- 5 documents, outlining regulations for Radviliskis district LAG \"Radviliskio Lyderis\" were analysed. The method of partially structured interview was used to examine the traits and characteristics of local partnership in the implementation of LEADER programme in Radviliskis district. There were 9 interviewees of whom there were 3 from each sector: public, non-governmental and private. Research results show that local partnership was not sufficient in the implementing of LEADER programme in Radviliskis district. It was highlighted that LEADER programme is seeking to include and involve all local partners, including public, private and non-governmental sectors as well as LAG into the process of rural development. The results revealed that, in the Radviliškis district LAG of rural development strategies developed in cooperation between private and non-governmental sectors. The study found that analysed strategies differed in their aims, action plans, priorities and had continuity and were stable. |
